In saucepan, heat honey over low flame.
Add vinegar, sugar, paprika, and cayenne.
Stir in garlic powder, onion powder, chili flakes.
Cook sauce for 3 minutes, then remove.
Transfer wings to large mixing bowl.
Pour hot honey mixture over wings.
Toss wings until fully coated.
Serve hot with sides and dips.
